The consortium has eight member countries including Canada, Denmark, Finland, Norway, Sweden, the Netherlands, the UK, the US and the OECD.

Each member contributes with €30.000 yearly. The members decide biannually on new entrepreneurship projects. The ICE budget and project voting rounds are decided by members only.
