The International Consortium on Entrepreneurship (ICE) is a consortium of leading entrepreneurship countries working to improve the analytical foundation for entrepreneurship policies.

The consortium was established in 2004 by FORA, the Danish Enterprise and Construction Authority's Division for Research and Analysis under the Danish Ministry of Economic and Business Affairs.
